Respected sir,

                    Kindly refer to your office Memo No. 25-04/2012 /P.E.I dated 27th  May, 2016 regarding the issue of orders on the Cadre Restructuring proposals.

                     In the above mentioned Memo, orders  for the restructuring of Group `C` of Postal Wing only have been issued while the proposal was for the Postal, RMS, SBCO, Circle Office, Postmen /Mail Guards & P.O. RMS Accountants.

                     An agreement in this respect was signed between the Department of Posts & NJCA (NFPE & FNPO) on 28th April, 2014 a copy of the agreement is attached for your kind perusal.

                    Issue of orders in respect of Postal Wing  only is total violation of the agreement mentioned above.

                    We urge upon you to kindly  issue the orders on the restructuring proposals  in respect of RMS, SBCO. Circle Office Postmen /Mail Guards  and P.O. & RMS Accountants at an early date as there is a resentment among the staff and  to maintain congenial atmosphere in the Department,

Retirement age of govt doctors to be raised to 65

Citing shortage of doctors, Prime Minister Narendra Modi today announced raising the age of retirement of government doctors to 65 years and said the Union Cabinet will give its nod to the decision this week.
In a rally to observe the second anniversary of his government, Modi said there is a need for more doctors across the country but it was not possible to fill the gap in two years of his government.
The decision will cover all government doctors whether serving under states or the central dispensation, he said.


“There is a shortage of doctors. In government hospitals, their retirement is 60 years in some states, 62 in some others. If adequate number of medical institutes were there, then we would have more doctors and would not feel the shortage. It is difficult to make doctors in two years but poor families cannot be forced to live without doctors.
“Therefore from Uttar Pradesh, I want to announce this to my countrymen that this week our government’s Cabinet will take a decision and the retirement age of our doctors, whether in states or government of India, would be made 65 years instead of 60 or 62,” he said.
It will allow doctors to serve patients and provide education for a longer period, he said, adding that his government is also working fast to have more medical colleges to have more doctors in the field.

Outcome of the meeting as follows:
1) Cadre Restructuring of PA/SA - File cleared by Chairman Postal Board and orders will be issued by establishment during next week.
2) In regard to Finacle issues, Secretary assured that all Finacle problems will be settled before June 3rd, 2016.
3) In regard to T/S Casual Laborers, the matter will be taken to DOPT in favour of T/S Casual Laborers by the Department before June 10th, 2016.

The present Chairman Postal Board is very positive and assured that all pending issues will settled as early as possible.

New Delhi: The government today approved a proposal for undertaking cadre review of the Indian postal service, which will enable Department of Posts to meet the functional requirements and strengthening the cadre structure.

"The Union Cabinet chaired by Prime Minister Narendra Modi today granted ex-post facto approval to the proposal for undertaking cadre review of the Indian Postal Service," an official statement said.
The review will enable the department to meet functional requirements and strengthening the cadre structure both in the headquarters and in the field, it said. It will also reduce the existing stagnation and improve the career prospects of Indian postal service officers. The proposal will be implemented through measures that include creation of various posts at different levels.

However, there will be no change in overall number of posts in the cadre as some positions will be decreased. "For undertaking the exercise, necessary consultations on the CRC recommendations with Ministry of Finance and the Ministry of Personnel, Public Grievances and Pensions have been duly completed. The Department of Expenditure have conveyed their no objection to the proposal," the statement added.

India Post payments bank will be functional by March 17: IT Minister

He said the proposed India Post payments bank will have immense potential to sell third party product and services.
Hyderabad: India Post's payments bank will start functioning from March 2017 and serve as a wider platform to implement financial inclusion programmes, IT & Communications Minister Ravi Shankar Prasad said on Sunday.
"We are going to start the postal payments bank by March 2017. Very soon we will go to the Cabinet and postal payments bank will become operational from March 2017," Prasad told reporters here.
He said the proposed India Post payments bank will have immense potential to sell third party product and services. About 50 companies, including some from abroad, are keen to partner with postal department for the payments bank, like World Bank, Citi from America, Barclay's from England, he said.
Reacting to a query, he said these institutions will offer third party services like insurance products, mutual funds, banking instruments and a variety of financial instruments. Asked on the interest shown by these institutions, the minister said, "...that board will decide, I'm only saying value addition of postal department it is attracting so much global attention." "...they will decide how much to give them. It is a call they will take," he said.
The payments bank of postal department will become a big platform of financial inclusion, Prasad said. "We are going to invest about Rs 800 crore -- Rs 400 crore will be invested by  the department and the remaining amount will be equity part (mobilised as equity)," he said.
"Postal department has the widest network in India. We have 1,54,939 post offices in the country, out of that 25,560 are departmental post offices and 1,29,379 are branch post offices," he said.
"Under (Prime Minister) Narendra Modi, we have decided to re-energise the postal department for India's growth and financial inclusion," he further said. In August 2015, the RBI had given in-principle approval to 11 entities to start payments bank, including the postal department.
The approval is valid for 18 months and all the entities are required to submit a detailed business plan after which they shall be given the final nod.

While addressing the HoC conference, the Hon'ble Sri Ravi Shankar Prasad has said that the Government is committed to reform the postal department and the two unique qualities of Department of Posts are Extensive network spread in nook and corner of the Nation and Emotional connect of Postman with the rural life. 

India is at the tipping point of digital revolution and Postal department should be the fulcrum of economic development especially in rural life. 

Postal department's share in E-commerce is around 15% only, which needs to be improved drastically. The entire ecosystem to reform the postal department needs to change. 
The important points of his addressing are as follows :

1. Pick up points to reach the customers proactively to collect and deliver posts/ parcels. 

2. India Post Payments Bank needs to be flawlessly implemented. It should act as a platform for 3rd party services. Human Resource Training needs to be given. Postal Payment Bank should be started definitely by March 17.

3. Implementation of IT modernization solutions needs to be improved. We keep getting complaints of glitches leading to harassment to customers.

4. Parcel Delivery : New ideas to generate revenue with Technology infusion. Geo tagging and better location identification needs to be considered. 

5. Human Resource capacity building : Need to incentivize the performance... Good incentive at right time will be a big motivation. Best practices should be replicated pan India. 

6. Good sign boards pan India should be ensured. 

7. Metamorphosis of postal department should be branded well.

8. Surety of punishment is more important than Severity of punishment... in case of disciplinary cases. Any laxity in timely completion of disciplinary proceedings should be viewed seriously.

9. Philately should be ventured as a new source of revenue generation. My Stamp, Commercialisation of stamps need to be tried to earn revenues. 

10. Social Media should be effectively used for complaint redressal and creation of awareness regarding departmental initiatives/ schemes.

11. I work hard... I expect all of you to work hard to achieve the goals of government.
12. Recruitment to fill up vacant posts should be done in a transparent and fair means. Any irregularity should be viewed seriously and responsibility should be fixed.
13. Congratulated the Department of Posts for good work done in the last 2 years in different schemes like Sukanya Samriddhi Yojana, CBS, Postal ATMs, E-Commerce.

7th Pay Commission Latest News – Empowered Committee Meeting likely on 11th June

New Delhi: The Empowered Committee of Secretaries (CoS) headed by Cabinet Secretary P K Sinha processing the report of the Seventh Central Pay Commission is expected to meet on June 11 to finally wrap up its report on the remuneration of government employees.
It is reported that the secretaries panel will finally hear out all the stakeholders, including the Central ministries and Departments, and finalise its report, which will be handed over to the government on June 30.
Sources added that even the Prime Minister's Office is keen on a favourable pay hike for the central government employees, so the panel is likely to recommend a minimum salary at Rs 24,000 and the highest salary at Rs 2,70,000.
The 7th pay panel headed by AK Mathur had recommended the minimum salary at Rs 18,000 and maximum salary at Rs 2,50,000.
Sources added that the government is exploring options for meeting the additional payout over and above what was recommended by the 7th pay panel. The payout could be substantial with salary hike and arrears adding up to a Rs 1.02 lakh crore burden on government finances.
However, it seems that the government employees will have to wait more for the salary hike. Once the report moves from the table of the empowered group of committee to the cabinet, it is likely to take another month before the notification on pay hike will eventually come.
Even the Finance Ministry is keen that higher salaries reach government employees just before the festive season starting mid-August, as spurt in consumption during the festive period will have a domino effect on the economy.

Government mulls gratuity to employees under National Pension System

NEW DELHI: Government is considering a proposal to provide gratuity to its employees covered under National Pension System (NPS) on retirement, Parliament was informed today.

"As per the amendment, the Central Civil Services (Pension) Rules are not applicable to the government employees appointed after December 31, 2003," said Minister of State for Finance Jayant Sinha in a written reply to Rajya Sabha.

On introduction of NPS from January 1, 2004, the rules governing gratuity was changed, he said.

However, the benefit of death or retirement gratuity had been extended to the central government servants, covered by New Pension Scheme on provisional basis from May 5, 2009, he added.

"This was in respect of Central government employees covered by NPS in cases where a government servant is retired on invalidation not attributable to government duty, death in service not attributable to government duty; where government servant is discharged from service due to disease or injury attributable to duty and death in service," he said.


In another reply, Sinha said Pension Fund and Regulatory and Development Authority has decided to facilitate offering eNPS through validation of PAN card details and KYC confirmation from the bank for the bank account of an active users.

Replying to another question, he said there has been a reduction in amount of inflows on account of borrowing from overseas in the form of external commercial borrowings (ECBs) in the recent months.

Indian companies have raised USD 16.2 billion from ECBs between April-November period of the current fiscal as against USD 20.2 billion in the same period last fiscal.

RBI has issued a framework containing guidelines for issuance of rupee denominated bonds overseas in September, he said.

"Under the framework Indian corporates, body corporates Real Estate Investment Trusts and Infrastructure Investment Trusts can issue Rupee denominated bonds overseas up to a maximum of USD 750 million equivalent per annum under the automatic route," he added.

The 7th pay commission recommendations are not helpful for maintaining central government employees employees’ living standard, Finance Ministry sources told The Sen Times on Tuesday.
They had also said the salaries of government employees should increase which would give them some financial comfort, a step they had hoped might be taken within in June, when government will announce 7th Pay Commission award with major changes.
Sources in the Prime Minister’s Office (PMO) said Prime Minister Narendra Modi may make a formal announcement on 7th Pay Commission award in June.
The government has a plan to constitute a permanent pay commission, but Finance Ministry officials are in doubt whether it will be succeeded.
They also said the Finance Minister Arun Jaitley is likely to approve the proposal of review committee, which will propose minimum pay Rs 21,000 and maximum a round Rs 2,50,000 to Rs 2,70,000 to help central government employees cope with the inflation.
This will cost the exchequer Rs 1.02 lakh crore. However, in the Budget 2016 proposal, the government provided Rs 70,000 crore for the implementation of Seventh Pay Commission.
“The Finance Minister Arun Jaitley promised that the government will implement the 7th Pay Commission award in this financial year,” sources said.
The government has made allocation in the current fiscal’s budget to meet the 7th Pay Commission award which will require the government to spend Rs 1.02 lakh crore in addition to existing regular salary.
The 7th Pay Commission headed by Justice A K Mathur recommended on November 19, the highest basic salary at Rs 250,000 and the lowest at Rs 18,000 and its increased the pay gap between the minimum and maximum from existing 1:12 to 1:13.8, while all pay commissions made up pay gap between employees and officers from second Pay Commission 1:41 ratio to Sixth pay commission 1:12.
A 13 member a secretary-level Empowered Committee or review committee headed by Cabinet Secretary P K Sinha was formed in January to review Pay Commission’s report before cabinet nod.

15 day Swachh Office drive launched across the country

A 15-day special ‘Swachh Office Drive’ for ensuring cleanliness at all Government offices across the country has been launched today as a intensive thematic campaign under Swachh Bharat Mission. Launching the drive here today, Minister of Urban Development Shri M.Venkaiah Naidu planted a Neem sapling at Nirman Bhawan and inspected the building for about an hour for an on the spot assessment of sanitation.
The Minister visited different corridors of the building, individual rooms, toilets, storage places, water tanks and solar panels on the terrace of the building etc., and verified maintenance registers.
In a meeting with senior officials later, Shri Naidu has noted that there has been considerable improvement towards ensuring cleanliness and there is still scope for improvement. He has directed senior officials of the Ministry and CPWD to ensure regular inspection by senior officials to ensure total sanitation.
The Minister directed action to be taken for dumping waste material in one of the Electricity Distribution Boards.
Ahead of today’s launch of Swachh Office Drive, the Ministry of Urban Development issued a Swachh Office Manual suggesting Standard Office Procedures to all the central ministries and State Governments to ensure sanitation. Norms suggested therein include ensuring water supply @ 45 litres per head per day, one toilet for every 25 persons, urinals to be provided based on employee strength, removal of stains every week, checking electrical fittings twice a week, acid cleaning and scrubbing of toilets daily, schedule of inspections etc.
The Manual enables self-assessment framework for improving Swachh Office Ratings, identification of gaps in sanitation infrastructure for correctional interventions.

Disabilities bill amended, disability certificates to be valid across country

Disability certificates issued by state authorities may soon be valid across the country, according to the draft of Right of Persons with Disabilities Bill , 2014, which has been sent to the Prime Minister's Office for consultation. 
"We have made a new provision in the draft Right of Persons with Disabilities Bill, 2014 as per which the Disability certificate once issued will be valid all across the country or in any central government office." 
"In the present act, we do not have a provision like this. So what happens is that if a disability certificate is issued by Uttar Pradesh government, the certificate is not valid in Delhi, or any other state. So if a disabled person changes place or gets married and shifts to a different state, he faces difficulty," Social Justice and Empowerment Minister Thawar Chand Gehlot said today. 
He was speaking after inaugurating the 14th national meeting of the State Commissioners for Persons with Disabilities . 
Gehlot said in the draft bill, the categories of disabilities for which benefits of government schemes are given has been raised from 7 to 19.
The Right of Persons with Disabilities Bill, 2014, which makes accessibility a mandatory requirement under the law, is going to replace the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. 
Gehlot said the government will roll out a web-based unique disability identification ( UDID ) card in the next two months as a pilot project at Ratlam District in Madhya Pradesh. 
The initiative will help in a big way in ensuring the authenticity of disability certificates and eliminate the hassle of having to carry certificates for different purposes, as various details, including the type of disability, would be made available online. 
The UDID cards will include identity details such as name, address, birth date, parents' or guardian names, mobile number, income status, type of disability, bank details, BPL details, and voter ID details etc in English and a local language. 
During the meeting, status of implementation of various provisions of the existing act with focus on education, employment or self-employment, accessible environment, social security etc for persons with disabilities in the states/UTs were reviewed and strategy for more effective implementation of the act was formulated.
