LTC Guidelines Updated on 11/01/2016-DoPT


Guidelines
1. Please ensure that you have applied for leave and submitted the completely filled self-certification form to your Administration before the LTC journey is undertaken.
2. Please check the eligibility before applying for LTC. LTC to Home Town can be availed once in a block of two years and LTC to Any Place in India may be availed once in a four year block. If not availed during these blocks, the LTC may also be availed in the first year of the following block.
3. Please note that the current two year block is 2016-17 and the current four year block is 2014-17.
4. In case of fresh recruits, LTC to Home Town is allowed on three occasions in a block of four years and to any place in India on the fourth occasion. This facility is available to the fresh recruits only for the first two blocks of four years applicable after joining the Government service for the first time. 5. A Fresh recruit may at his option choose to avail LTC under the normal LTC rules as entitled to other regular Government employees subject to the condition that he/she will have to forego his/her eight years LTC entitlement. It may be noted that the option once exercised shall be treated as final for the initial eight occasions of LTC and the fresh recruit shall not be allowed to change it in a later stage.
6. The retiring Government employees are eligible to avail LTC as per their entitlement provided that the return journey is performed before his date of retirement. LTC is not allowed after retirement.
7. Journeys on LTC are to be undertaken in the entitled class of the Government servant in public/Government mode of transport.
8. Travel by private modes of transport is not allowed on LTC, however, wherever a public transport is not available, assistance shall be allowed for the private transport subject to the certification from an Appropriate Authority that no other public/Government mode of transport is available for that particular stretch of journey and these modes operate on a regular basis from point to point with the specific approval of the State Governments/Transport authorities concerned and are authorised to ply as public carriers.
9. If a Government servant travels upto the nearest airport/ railway station by authorized mode of transport and chooses to complete the journey to the declared place of visit by `own arrangement’ (such as personal vehicle or private taxi etc.), if the public transport is already available in that part, then he may be allowed the fare for the journey performed by authorised mode of transport. This will be subject to the undertaking from the Government employee that he has actually travelled to the declared place of visit and is not claiming the fare reimbursement for the same.
10. Government servant may apply for advance for himself and/or his family members sixty five days before the proposed date of the outward journey and he/she is required to produce the tickets within ten days of the drawal of advance, irrespective of the date of commencement of the journey.
11. Reimbursement under LTC scheme does not cover incidental expenses and expenditure incurred on local journeys. Reimbursement for expenses of journey is allowed only on the basis of a point to point journey on a through ticket over the shortest direct route.
12. The time limit for submission of LTC claim is :
• Within three months of completion of return journey, if no advance is drawn;
• Within one month of completion of return journey, if advance is drawn.
13. Government officials entitled to travel by air are required to travel by Air India only in Economy Class at LTC-80 fare or less unless permitted to do so by any general or specific provision.
14. Officers not entitled to travel by air may travel by any airlines, however, reimbursement in such cases shall be restricted to the fare of their entitled. class of train or actual expense, whichever is less.
15. In all cases whenever a Govt. servant travels by air, he/she is required to book the air tickets either directly through the airlines or through the approved travel agencies viz: M/s Balmer Lawrie & Co. Ltd/ M/s Ashok Tours & Travels Ltd/ IRCTC. Booking of tickets through any other agency is not permissible.
16. Travel on tour packages is not allowed, except in the case of tours conducted by Indian Tourism Development Corporation (ITDC), State Tourism Development Corporation (STDC) and Indian Railway Catering and Tourism Corporation (IRCTC). In such cases, only the fare component shall be reimbursable provided ITDC/STDC/IRCTC separately indicate the fare component and certify that the journey was actually performed by the Government servant and his family members for which he is claiming the Leave 
Travel Concession.
17. Please ensure that your LTC claim is as per the instructions to avoid rejection of your claim.

Make Pensioners part of nation building process, says Minister
The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 29th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners’ Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on June 27, 2016.
During the meeting, Dr. Jitendra Singh said that today’s interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister said that there are about 50-55 lakh pensioners in the country and almost 88 percent of pension accounts have been seeded to Aadhaar. He further said that minimum pension has been increased to Rs. 9000 per person and ex-gratia amount has been increased from Rs. 10-15 lakh to Rs. 25-35 lakh.Dr. Jitendra Singh said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.
In the meeting, discussions were held on the action taken report of the 28th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre-2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special “Higher” Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.
The Secretary, DoP&PW, Shri C. Viswanath and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

The Punjab and Haryana High Court has made it clear that child care leave has to be applied for in advance by a woman employee working with the Haryana Government.
Justice Rajiv Narain Raina of the High Court has also made it clear that it can be availed after the go-ahead by the authorities concerned. The permission for child care leave cannot be granted ex post facto (with retrospective force).
The development is significant as Haryana Government rules make it clear that child care leave is admissible to a woman government employee for a maximum period of two years or 730 days during her entire service for taking care of her surviving children.

It is permissible only for the first two children of the government employee. Their age has to be below 18 years for the mother to avail the leave.
The ruling by Justice Raina came on a petition by Shashi Bala against the state and other respondents. A government employee, she moved the High Court after the department concerned refused to grant ex post facto permission for child care leave.
Taking up her petition, Justice Raina asserted that by the very nature of things, child care leave has to be applied for in advance and due permission needs to be accorded. The right was valuable, because a woman employee would get full salary for the period of child care leave.

“It cannot be applied for to act retrospectively and therefore, there is nothing wrong in the department holding that ex post facto permission cannot be granted,” Justice Raina asserted.
Before parting with the order, Justice Raina observed that the first request in the case in hand was made on April 6, 2011, for granting backdated child care leave with effect from November 30, 2010, to March 30, 2011. Dismissing the plea, Justice Raina added that there was no merit therein.
Haryana Government rules suggest that child care leave cannot be demanded as a matter of right and no one can, under any circumstances, proceed on child care leave without prior proper sanction by the competent authority.
Child care leave is also admissible during the probation period, provided the probation period is extended by the period of child care leave availed. Besides this, the leave may not be availed for a period of less than 30 days.

By the very nature of things, Child Care Leave has to be applied for in advance and due permission accorded. The right is valuable because female employee gets full salary for the period of Child Care Leave. Child Care Leave cannot be applied for to act retrospectively and therefore, there is nothing wrong in the Department holding that ex post facto permission cannot be granted. In this case first request was made on 6.4.2011 for granting backdated Child Care Leave w.e.f 30.11.2010 to 30.3.2011.

No merit.

PENSIONER’S OPTION – 1 MERCILESSLY REJECTED
It is learnt that the Committee chaired by the Secretary (Pension) has NOT recommended the Option Number – 1 recommended by 7th Central Pay Commission for fixation of pension of pre -2016 Pensioners. Instead, it has recommended extension of the benefit of pension determination recommended by 5th CPC ie ; arriving at notional pay in 7th CPC by applying a formula for pay revision for serving employees in each Pay Commission revision and consequent pension fixation. Now the Implementation Cell of 7th CPC is studying the recommendations of the Pension Committee for processing for submission for approval of Cabinet. Thus , the one and the only favourable recommendation of 7th CPC ie; the real parity in Pension which is also approved by Cabinet with a rider “subject to feasibility” is going to be mercilessly rejected by Government , in spite of repeated requests and demands from NJCA, Confederation and Pensioners Associations

PFRDA appoints Karvy as 2nd Central Record keeping Agency for NPS

Subscribers of National Pension Scheme (NPS) will soon have an option to choose Central Record keeping Agency as the sector regulator PFRDA has appointed Karvy Computershare to offer such services.

Currently, NSDL e-Governance Infrastructure is the only CRA, which establish an internal system that delivers compliance with standards for internal organisation and operational conduct, with the aim of protecting the interests of NPS subscribers and their assets.

“Karvy Computer share Pvt Ltd is currently at an advanced stage of CRA system development and is expected to become operational in the near future,” said the Pension Fund Regulatory and Development Authority (PFRDA).

Now there will be two CRAs operating in the NPS system – NSDL e-Governance Infrastructure and Karvy Compurtershare, it said.

Karvy was issued Certificate of Registration by the PFRDA in June last year.

“The choice of CRA can be made by the employer (existing or prospective) between the existing CRA and the new CRA depending on the policy of employer in case where there is employer-employee relationship,” the regulator said.

Voluntary subscribers will have an option to choose a CRA while in the case of NPS-Lite subscribers, the aggregator will decide on the CRA.

In case of government sector subscribers, the government will chose the CRA for rendering the services.

A CRA is responsible for recordkeeping, administration and customer service functions for all NPS subscribers. The function includes receiving instructions from subscribers through the points of presence, transmitting such instructions to pension funds and effecting switching instructions received from subscribers.

It acts as an operational interface between PFRDA and other NPS intermediaries such as pension fund managers, annuity service providers, and Trustee Bank.

As on November 30, 2016 there were about 1.4 crore subscribers under NPS with over Rs 1.61-lakh crore asset under management.

India Post to Start SBI Buddy Wallet Service in Post Offices



In order to move towards digitization of cash transactions at post offices for its Saving Bank Customers, Department of Posts (DoP) has approached the State Bank of India to provide customized services of State Bank Buddy wallet for branches of Post Offices. Cashiers/Postal Assistant at authorized Post Offices will accept two kinds of withdrawal forms from their Saving Bank customers. One for withdrawing cash and other for loading their Buddy wallet.

Draft of process flow is summarized below:

1. DoP would like to open wallets for their identified Post offices across India.

2. To begin with, DoP will start with 1000 Post Offices and then extend to larger no. of Post Offices. All these Post Offices will be provided with a smart phone, by the respective Divisional Heads/Chief Postmaster/Sr. Postmasters. These phones Will be the assets of the post Office concerned and Will be the deposited in the treasury at end of the day. At the beginning of the day the phone will be given to the SB Cashier handling the Buddy wallet.


3. State Bank Buddy wallet will be downloaded from Google play /Apple store and wallet account will be registered on these (Post Offices’ Official) Mobile Numbers.

4. Sansad Marg HO will be assigned as a nodal office for SBl buddy. DoP will share with SBl the list of mobile nos. to be used on Post Office counters. Against each mobile no. in the list, name & address of PO along with other details considered important for accounting and MIS.
5. SBI will prefund all 1000 post office e-wallet accounts with Rs.20,000 (each wallet to be topped up with Rs.20,000).

6. Cashiers/Postal Assistant at Post Offices will pay to their (PO) customers, through P2P facility (using “Send Money/Ask Money) against special withdrawal forms presented by the customers.

7. At 4.30 pm each day, Buddy Team at GITC will send MIS to NDMB (Sansad Marg) & Sansad Marg HO containing the amount consumed by each PO wallet during the day.

8. At the closure of Post Offices? customer dealing, 3:00 pm State Bank Buddy team will run a scheduled job and block all these wallets so that no further transactions can be made on that day.

9. Buddy team will generate Daily Transaction MIS of these wallets post office wise and share it with DoP

10. No PO wallet will be topped up during the day for increased requirement etc.

11. Buddy team will unblock these wallets in SOD (Start of Day) so that wallets will be operational for use.

1- Between Customer & Cashier/Postal Assistant

i. Customer should download buddy wallet from play store or apple store. Assistance may be required. The cashiers/Postal Assistant will be trained by SBI.
ii. Customer should use 'Ask Option" in Buddy giving mobile number of the Cashier.
iii. The statement of transactions on the wallet of the cashier can be made available by the Bank

i. Debit SB account of customer
ii. Credit Wallet Account of customer

Reconciliation
The individual PO will download the Buddy report, check it against the transactions made and will

(A) Either confirm that the report tallied with the transactions done in the post offices, to the nodal office.

Buddy Wallet team (gmdigicomm@sbi.co.in) Sansad Marg HO will pay SBl Sansad Marg main branch at the end of the day as per demand raised by them. In the case of any dispute which is raised by post offices as per para B above, the adjustment would be made next day.

தேசிய வங்கிகளை மிஞ்சிய தபால்துறை!: அதிக கிளைகள் கொண்ட வங்கியாக முதலிடம்


கோவை:இந்தியாவிலுள்ள தேசிய வங்கிகளைக் காட்டிலும் அதிக கிளைகள் மற்றும் அதிக சேமிப்பு கணக்காளர்களை கொண்ட வங்கியாக தபால்துறை உருவெடுத்துள்ளது.

பொருளாதார தேவைகளை உயர்த்த பம்பரமாய் சுழன்று கொண்டிருக்கும் ஒவ்வொருவரும், அதிக முக்கியத்துவம் தருவது சேமிப்புக்கு மட்டுமே. சேமிப்புகளை மையப்படுத்தி பல்வேறு முதலீட்டுத் திட்டங்கள், வங்கிகளில் செயல்படுத்தப்பட்டாலும், கிராமப்புறங்களை பொறுத்தவரை இன்றும் சேமிப்பில் சிறப்பிடம் பெறுவது, தபால் நிலையங்கள் மட்டுமே.

கொஞ்சம் கொஞ்சமாக சேமிக்கலாம்; எளிதில் போய் சேமிக்கலாம்; எல்லா ஊர்களிலும் சேமிக்கலாம் உள்ளிட்டவை, தபால் நிலையத்திற்கே உரிய சிறப்பம்சங்கள்.

தபால்துறையின் நம்பகத்தன்மை ஒருபுறம் இருந்தாலும், வங்கிகளின் வருகை, அனைவரது கவனத்தையும் திருப்பியது என்றே சொல்லலாம். ஏ.டி.எம்., மூலம் எளிய பணபரிமாற்றம், ஆன்லைன் மணி டிரான்ஸ்பர், பில் பேமண்ட் உள்ளிட்ட வசதிகளும் இதற்கு முக்கிய காரணமாக அமைந்து விட்டன.

இதை கருத்தில் கொண்டு, வங்கிகளுக்கு இணையான சேவையை வழங்க, தற்போது வங்கி சேவையிலும் அடியெடுத்து வைத்துள்ளது தபால்துறை. அனைத்து தபால் அலுவலகங்களையும் 'கோர் பேங்கிங்' முறையில் இணைப்பதன் மூலம், நாட்டின் எந்த கிளைகளிலிருந்தும் பணத்தை, ஏ.டி.எம்., மையம் மூலம் எடுத்துக்கொள்ள வழிவகை செய்யப்பட்டு வருகிறது.

அந்த வகையில், 22,395 தபால் நிலையங்கள்'கோர் பேங்கிங்' வசதியுடன் செயல்படுகின்றன. நாடு முழுவதும், 913 தபால் நிலையங்களில் ஏ.டி.எம்., மையங்கள் துவங்கப்பட்டுள்ளன.
இன்றைய சூழலில் தேசிய மயமாக்கப்பட்ட வங்கிகளைக் காட்டிலும், அதிக கிளைகளுடன் இணைக்கப்பட்டவங்கியாக தபால்துறை திகழ்கிறது.


ஏழைகளுக்கான சேமிப்பு திட்டம்

முன்னாள் தபால்துறை அதிகாரி ஹரிஹரன் கூறியதாவது:பல்வேறு சேமிப்பு திட்டங்கள், தேசிய வங்கிகளுக்கு இணையாக, தற்போது தபால்துறையிலும் வழங்கப்படுகின்றன என்பதே உண்மை. ஆயினும், சேவை கட்டணத்தை ஒப்பிடுகையில், தேசிய வங்கிகளைக்காட்டிலும், தபால் வங்கியில் குறைந்த கட்டணமே வசூலிக்கப்படுகிறது.

ஏ.டி.எம்., கார்டு பயன்பாடு, பண பரிமாற்றம், எஸ்.எம்.எஸ்., சேவை உள்ளிட்ட பல்வேறு காரணங்களுக்காக குறிப்பிட்ட கட்டணம், வங்கிகளில் வசூலிக்கப்படுகின்றன. தபால் சேமிப்பு கணக்கில் மேற்கண்ட எந்த கட்டணமும் இல்லை. அதேபோல், குறிப்பிட்ட வங்கியின் ஏ.டி.எம்., மையத்தில், குறிப்பிட்ட முறை மட்டுமே பணம் எடுக்க முடியும். அதுவே, தபால்வங்கியில் எங்கு வேண்டுமானாலும் பரிமாற்றம் செய்யலாம்.

இதுபோன்ற, பல்வேறு காரணங்களால், தேசிய வங்கிகளைக் காட்டிலும், பொதுமக்களுக்கு குறிப்பாக, ஏழைகளுக்கு மிக எளிய சேவையாக தபால் சேமிப்பு வங்கி இருக்கும் என்பதில் மாற்றுக்கருத்து இல்லை.

தனியார் வங்கிகளைக் காட்டிலும், பலமடங்கு கிளைகளுடன் தபால் வங்கி உருவெடுக்கும் காலம் வெகுதுாரத்தில் இல்லை. இதை கவனத்தில் கொண்டு, தபால் வங்கி சேவையை அனைவரும் தேர்வு செய்வதே நல்லதும்கூட.இவ்வாறு, அவர் கூறினார்.

சென்னையில் அஞ்சல் தலை கண்காட்சி: 20 ஆண்டுகளுக்குப் பிறகு நடத்தப்படுகிறது


தமிழ்நாடு அஞ்சல் வட்டத்தின் சார்பில் மாநில அளவிலான அஞ்சல் தலை கண்காட்சி சென்னையில் 20 ஆண்டுகளுக்குப் பிறகு தொடங்கியுள்ளது.
"டானாபெக்ஸ் - 2017' என்று பெயரிடப்பட்டுள்ள இந்தக் கண்காட்சியானது 1997-ஆம் ஆண்டுக்குப் பிறகு சென்னையில் 2017-ஆம் ஆண்டு நடைபெறுகிறது.
ஜனவரி 8-ஆம் தேதி வரை ஷெனாய் நகர் அம்மா அரங்கத்தில் இந்தக் கண்காட்சி நடைபெறும்.

கண்காட்சியில் அரும்பொருள்கள், மலர்கள், வடிவமைப்புகள், கலை- இசை, சுதந்திரப் போராட்டவீரர்கள், விலங்குகள் உள்ளிட்ட ஆயிரக்கணக்கான அஞ்சல்தலைகள் 450 காட்சிச் சட்டங்களில் காட்சிக்கு வைக்கப்பட்டுள்ளன. மேலும் இந்தக் கண்காட்சியில் பங்கேற்கும் பள்ளி மாணவர்களுக்கு அஞ்சல் தலை சேகரிப்பு தொடர்பான பல்வேறு போட்டிகளும் நடைபெறவுள்ளன.

இதுதவிர புகழ்பெற்றவர்களின் கடிதங்கள், இந்திய அஞ்சல் துறை குறித்த விவரங்களை அளிக்கும் வகையிலான அஞ்சல் தலை சேகரிப்பு உள்ளிட்டவை தொடர்பான அரங்குகள் உள்ளன.

மேலும், அஞ்சல் தலைகள் மற்றும் தபால் துறை சார்ந்த அரியப் பொருள்களை வாங்குவதற்கென்று 15 விற்பனையாளர் அரங்குகளும் உள்ளன.

கண்காட்சியின் தொடக்க விழா வியாழக்கிழமை நடைபெற்றது. நிகழ்ச்சியில் தமிழகத்தின் பாரம்பரிய காஞ்சிபுரம், ஆரணி, திருப்புவனம் பட்டுச் சேலைகள், இந்தியாவின் நறுமணப்பொருள்(ஸ்பைஸ்) மஞ்சள், திருச்செங்கோடு அர்த்தநாரீஸ்வரர் கோயில், திருவாரூர் தேர் உள்ளிட்டவை அடங்கிய சிறப்பு அஞ்சல் உறையும் வெளியிடப்பட்டன. தொடக்க நிகழ்ச்சியில் தமிழ்நாடு கைத்தறி, கைத்திறன், துணிநூல் மற்றும் கதர்த்துறை முதன்மைச் செயலர் ஹர்மந்தர் சிங் பேசியது:

தமிழகத்தின் பட்டுச் சேலைகள் குறித்த சிறப்பு அஞ்சல் உறை வெளியிடபட்டது சிறப்பு வாய்ந்த நிகழ்வாகும். இதன் மூலம் நெசவாளர்கள் பிரபலமடைந்து, அவர்கள் தொழில் சிறக்கும். அஞ்சல் துறைக்கும் இந்தச் சிறப்பு உறைகள் விற்பனையின் மூலம் வருவாய் கிடைக்கும்.

இந்தியாவிலேயே கைத்தறி நெசவாளர்கள் எண்ணிக்கையில் தமிழகம் 3-ஆவது இடத்தில் உள்ளது. 3 லட்சம் கைத்தறி நெசவாளர்கள் தமிழகத்தில் உள்ளனர் என்றார்.
அஞ்சல் துறையின் இயக்குநர் ஜெனரல் டி.மூர்த்தி பேசுகையில், கடந்த முறை கோவையில் நடைபெற்ற அஞ்சல் தலை கண்காட்சியின் மூலம் ரூ.40 கோடி வருவாய் ஈட்டப்பட்டது. இந்த முறை ரூ.150 கோடி வருவாய் ஈட்ட இலக்கு நிர்ணயிக்கப்பட்டுள்ளது என்றார் அவர்.

Subject: Pilot run of e-Revision Utility of CPAO for 7th Central Pay Commission Revision of Pension.
Revision of about 9.5 lakhs Pre-2016 pension cases & 16000 post-2016 cases have become due as per recommendations of 7th CPC. As per instructions of DP&PW dated 4/08/2016, pension cases of Pre-2015 pensioners have been revised by the banks by applying the multiplication factor of 2.57.However, pension of post-2016 pensioners needs to be revised by concerned PADs. At present, these cases are being revised through COMPACT and physical authorities are sent to CPAO for authorization of pension. As COMPACT does not provide the facility of sending online Revision Authorities under the digital signatures of concerned PAOs to CPAO, CPAO has to wait for physical Revision Authorities for the validation of PAOs’ signature and special seal. Due to this, the process of pension revision becomes time consuming which ultimately slows down the whole process of revision. To overcome this problem, CPAO has developed online e-revision utility to take care of 7th CPC Pension Revision with the facility of sending digitally signed Revision Authority under the digital signatures of PAOs to CPAO.2.11 has been decided to start the pilot run of new utility in 8 PAOs i.e. PAD, CRPF, New Delhi, PAO, CISF, New Delhi and PAO, BSF New Delhi of MHA; PAO, NDIZ and PAO , Food Zone of UD; PAO, CWC in Water Recourses; Pr. AO/PAO , New Delhi in External Affairs and ZAD, CBDT New Delhi in CBDT. 3. in view of the above, you are requested to instruct your PAOs selected for pilot run to use new utility of CPAO for revision of Post- 2016 pension cases w.e.f. 1st January, 2017 and extend full support to make the trial/pilot successful. Allocation of cash for rural areas through rural Post Office - RBI Order

Allocation of cash for rural areas
2. On observing that bank notes, being supplied to rural areas, at present, are not commensurate with the requirements of rural population, some steps have already been initiated as indicated in the above circulars. With a view to ensure that at least 40% bank notes are supplied to rural areas and to mitigate the issue in a more enduring manner, the banks maintaining currency chests are advised to take the following steps, in continuation of the above.
Distribution Channels and Proportion of currency flow
i. Banks should advise their currency chests to step up issuance of fresh notes to rural branches of RRBs, DCCBs and commercial banks, White Label ATMs in rural areas and post offices in rural areas on the priority basis which are considered main rural channels of distribution.
ii. As the rural requirements could vary from district to district depending on variations in the rural and urban mix of each district in terms of relative shares in CASA deposits and number of deposit accounts, to facilitate a need based approach in this regard a certain percentage of allocation has been assigned to each district as per Annex 1 depending on the rural and urban mix.
iii. Accordingly, all Chests operating in a district must issue bank notes to the above mentioned distribution channels in the indicated proportion. The indicated proportion may be maintained on weekly average basis at each chest level as it may be difficult to stick to the proportion on daily basis.
Reporting for monitoring
iv. Currency chests must furnish daily issuances to the above categories to their Link Offices (LO) along with chest slips with a weekly summary as at close of business on every Friday. LOs should in turn forward it to the RBI’s Regional Office concerned (reporting format annexed) to facilitate a review. It may be similar to the chest balances reporting mechanism (Annex 2). LOs may monitor the daily reports to avoid lumpiness in issuances and to ensure that issuances are evenly.
Denominational mix
v. Chests should issue bank notes in denominations of ₹ 500 and below. In particular ATMs, including WLAOs, may be issued ₹ 500s and ₹ 100s and among ATMs category, Off-site ATMs should be allocated higher proportion of cash as against on site ATMs as they are more important in last mile currency connectivity.
vi. Existing stock of other denominations notes below ₹ 100 should be issued liberally.
vii. Banks should indent for coins, obtain supply from Issue Departments of Reserve Bank of India, if required, and ensure supply to public on priority basis.
