Is treatment taken at non empanelled private hospital reimbursable? If yes what is the procedure?

CGHC considers for reimbursement at CGHS rates in case the treatment
taken in an emergency from a private unrecognized hospitals.
The claims are to be submitted at concerned CGHS Wellness Centre in
case of Pensioner CGHS beneficiaries for consideration by CGHS.
In case of serving employees the medical claim shall be submitted to
concerned Ministry /Department for consideration.
The Claims are to be preferred within 6 months period from the date of
discharge from the hospitals. If the claim becomes times barred, then
condonation of period is to be done by the Department concerned.
The claim should have the following documents completed.
a. Prescribed Medical Reimbursement Claim Form
b. All original bills.
c. Photocopy of CGHS Token card.
d. Discharge Slip of the hospital.
e. A detailed list of all medicines, laboratory tests, investigations
number of doctors visits etc. should be submitted for reimbursement
with dates.
g. Self explanatory letter from the beneficiary explaining the emergency
circumstances.
h. Legal heir certificate in case of death of the cardholder.

What should I do in case of emergency or if I am unwell, say late at night?

CGHS beneficiaries have the option to go to any of the four 24 hr functional Wellness Centres in Delhi, a nearby government hospital, empanelled private hospital or even any private hospital.
The four Wellness Centres which are functional 24*7 are located in Dr Zakir Hussain Road, North Avenue, South Avenue, and Kingsway Camp.
Their contact details are given under ‘contact us’ list on the CGHSwebsite.
In case the beneficiary chooses to go to a private empanelled hospital,
following type of beneficiaries will not be asked to make a deposit for
treatment in empanelled hospitals at the time of emergency

CGHS Employees
DGHS Employees and Employeees of Min. of Health and Family Welfare. (including attached / subordinate offices under the Ministry of Health
& Family Welfare).

Is it mandatory for the Diagnostic Labs stamp the date and the number of tests performed on original prescription slip?

The empanelled Diagnostic Labs / Imaging Centers/Hospitals shall stamp the date and the number of tests performed with name of the centre on the body of the original prescription document as part of checks and balance measures in the process.

Is registration required if a beneficiary visits WC to just collect indented medicines ?

No. The indented medicines have to be collected within 15 days of indent

What is the maximum period for which medicines can be given in one go ?

For treatment of Chronic illnesses medicines upto ‘3’ months are issued in one go, provided there is a valid prescription.
In case of a beneficiary visiting a foreign country , medicines upto ‘6’ months are issued in respect of chronic illnesses , based on valid prescription and documentary support of visit to a foreign country.
Beneficiary is required to submit an application for obtaining permission from Additional Director of city/zone along with the following documents:-
1. Copy of valid CGHS card/ token card.
2. Valid prescription for six months counter signed by Specialist of Govt. Hospital.
3. Proof of going abroad leaving like ticket, Visa etc.

Is the prescription of specialists of empanelled hospitals valid in the Wellness Centre?

Yes
Beneficiaries in all CGHS Cities can seek OPD consultation from Specialists
in any of the CGHS empanelled hospitals after being referred by the Medical Officer or CMO In-charge of the Wellness Centre. The beneficiary is required to report back to the concerned Wellness Center and the Medical Officer/CMO In-charge will endorse the investigations and issue medicines.

My father is a cancer patient and after operation is bed ridden. Doctors have advised Protein powder. Can I get it from CGHS?

Dietary supplements are not permissible under CGHS.

What should a beneficiary do, if he/ she notices some deterioration in the quality of drugs?

He /she should return the medicine to Wellness Centre & get replacement. Samples can be sent for testing through CMOI/C.

How to get a drug if same is not available in Wellness Centre & also not supplied by Chemist (ALC) ?

The beneficiary, after authorization by CMO I/c can purchase such drugs from open market & claim reimbursement from the ALC.

How the medicines urgently required at the time of discharge from empanelled private hospitals can be obtained?

Private hospital issues medicines at the time of discharge for a period
upto seven (7) days.
Total cost of such medicines issued by the hospital must not exceed
Rs. 2000/- in any case

Sub: Regulation of LTC claims when portion of journey are performed by private transport- Regd.
This Directorate has sought clarification from the Nodal Ministry regarding reimbursement of LTC claims where a part of the journey (be it in the beginning, middle or end) has been performed by the Government servant by unauthorized mode of transport (private bus/private taxi etc.) and rest of the journey to the declared place of visit by authorized mode of transport.
2. The Nodal Ministry has issued following clarification:
(I) DOP&T’s OM no. 31011/3/2015-Estt. (A.IV) dated 09.02.2017 provides that cases where a Government servant travels on LTC upto the nearest airport/railway station/bus terminal by authorized mode of transport and undertakes rest of the journey to the declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi etc.), may be dealt with as follows:-

(a) In all such cases the Government servant may be required to submit a declaration that he and the members of the family in respect of whom the claim is submitted have indeed travelled upto the declared place of visit.
(b) If a public transport is available in a particular area, the Government servant will be reimbursed the fare admissible for journey by otherwise entitled mode of public transport from the nearest airport/railway station/bus terminal to the declared place of visit by shortest direct route.
(c) In case, there is no public transport available in a particular stretch of journey, the Government servant may be reimbursed as per his entitlement for journey on transfer for a maximum limit of 100 kms covered by the private/personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant.
(II) In view of the above provisions, a Government Employees shall get fare reimbursement in cases where the initial or end part of the LTC journey from the source/destination to the nearest railhead/airport or vice-versa, as the case may be, has been performed by a private/personal mode of transport while the major part of the journey from the nearest railhead/airport has been performed by the authorized mode of transport.
3. Taking into account the advice of the Nodal Ministry in this regard, action may kindly be taken in similar cases only on the basis of the above advice and in any case of deviation from the above, the advice of the Directorate may be sought for.

Subject: Merger of 33 Postal Dispensaries with CGHS – Reg.
In pursuance of the decision taken by the Government on recommendations of the 7th Central Pay Commission, the following 33 (thirty three) postal dispensaries presently functioning in 33 Cities i.e. Agra, Ajmer, Aligarh, Ambala, Amritsar, Bareilly, Behrampur, Chhapra, Cuttack, Darbhanga, Dhanbad, Dibrugarh, Gaya, Gorakhpur, Guntur, Jalandhar, Jalpaiguri, Jodhpur, Kota, Morababad, Muzaffarpur, Nellore, Raipur, Rajahmundry, Saharanpur, Silchar, Siliguri, Tiruncleveli, Tiruchirappalli, Vadodra, Varanasi, Vijaywada and Visakhapatnam are here by merged with the CGHS
2. All serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT), who are residing/settled in above 33 cities and are beneficiaries of the 33 Postal Dispensaries, shall now be covered under CGHS and the Postal Dispensaries shall be rechristened as CGHS Wellness Centres.
3. In so far as the existing facilities and manpower in position in these 33 Dispensaries are concerned, the merger shall be effective as per the following terms and conditions:-
a) All Serving employees and pensioners of Department of Post (DoP) and Department of Telecom (DoT) shall have to abide by the CGHS rules and guidelines to become a member of the Scheme. They shall have to pay the requisite contribution as per the prevailing rates prescribed by the Ministry of Health and Family Welfare/CGHS DoP & DoT will take necessary action to inform their employees and pensioners in this regard.
b) All existing facilities and infrastructure like buildings, furniture and fixtures equipment’s etc. will be taken over by CGHS on ‘as is where is’ basis. The Department of Post shall handover the possession of the Postal Dispensaries accommodation to the Department of Health and Family Welfare/CGHS at a token rent of Re.1/- per annum. In case of rented accommodations, CGHS will pay the rent from the date of taking over of the Dispensaries.
c) All doctors of GDMO sub-cadre of CGHS working in the above 33 Dispensaries will be taken on roll of CGHS and they shall be placed under the administrative control of Department of Health and Family Welfare/CGHS for all purposes.
d) All employees (technical/non-technical staff) along with the work allocated and posts they are currently holding in these 33 Dispensaries shall be taken over by CGHS. Their seniority and other condition of service in CGHS shall be governed by the relevant instructions and guidelines issued by DoPT from time to time.
e) All expenditure relating to these Dispensaries including medicines, hospitalization and other reimbursable expenses (of pensioners), salaries and other allowances to the Postal dispensary employees as a result of merger of these dispensaries shall be borne by CGHS from its own resources.
f) Local Committees shall be constituted in the respective cities with representatives from with representatives from both CGHS and Postal Dispensaries to resolve all staffing and other local issues arising on account of the merger in consultation with nodal Ministries.
4. These Orders shall be effective from 1st January, 2019. Additional Director of concerned CGHS City shall initiate action for taking over of Postal Dispensaries in consultation with the concerned Postal Authorities.
5. This issues with the concurrence of Ministry of Finance, Department of Expenditure’s ID No. 18(4)/E. V/2017, dated 26.11.2018.

The undersigned is directed to forward herewith a copy of representation dated 04-12-2018 along with its enclosures received from Shri R. Ganesan. Secretary. Department of Posts (Retd.) & President. India Posts’ Retired Officers’ Association (IPROA) requesting to consider grant of notional annual increment due on 1st July or 1st January after superannuation in case of officials retiring on 30th June or 31st December after completion crone full year service. for calculating pensionary benefits. The request has been made on the basis of an order dated 15-09-2017 passed by Hon’ble High Court of Judicature at Madras in Writ Petition No. 15732/2017 in the matter of Sltri P. Ayyumperumal. wherein the High Court had directed that the petitioner shall be given one notional increment for the period of one full year’s service from the date of his last increment till the date he retired 30th June. next year. for the purpose of pensionary benefits. The appeal preferred by UOI by way of filing SLP Civil Dy. No. 22283/2018 challenging the High Court order was dismissed by Hon’ble Supreme Court. vide order dated 23-07-20 I 8.
2. The issue raised in the representation does not come under the purview of Department of Post. Therefore, the representation Is being forwarded to the nodal Ministry (Department of Expenditure) for their consideration and appropriate action.
