(a) & (b): No, Madam.

(c) & (d): Under the provisions of the Minimum Wages Act, 1948, both Central and State Governments are appropriate Governments to fix, review and revise the minimum wages of the workers employed in the scheduled employment under their respective jurisdictions. Rates fixed in the Central sphere are applicable to establishments under the authority of Central Government, railway administration, mines, oil-fields, major port or any corporation established by a Central Government.

According to the provisions contained in the Minimum Wages Act, 1948, the appropriate Government shall review at such intervals not exceeding five years for scheduled employments under its jurisdiction. The Central Government has revised basic minimum wages for the scheduled employments under Central Sphere w.e.f. 19.01.2017.

Considering five years period too long to check price escalation, idea of Variable Dearness Allowance(VDA) was mooted in terms of recommendation of the Labour Ministers’ Conference held in 1988. Accordingly, VDA is revised periodically twice a year effective from April and October. A statement showing minimum rates of wages applicable in Central Sphere with effect from 01.10.2017 is at Annexure.

(a)whether the labour welfare measures initiated for betterment of labour force include minimum pension of Rs.1000/- per month to the pensioners under Employees’ Pension Scheme (EPS), 1995;

(b)if so, the details thereof;

(c)whether minimum wages fixed for various types of unskilled labourers including those working in unorganized sector under the Minimum Wages Act vary amongst States including Madhya Pradesh;

(d)if so, the details thereof, State/UT-wise along with the reasons for differential wages; and

(e)whether the Government has amended/proposes to amend the Minimum Wages Act, 1948 and formulate a uniform wage policy for the entire country and if so, the details and the salient features thereof?

(a) & (b): Yes, Madam. The Government has notified a minimum pension of Rs. 1000/- per month to the pensioners under Employees’ Pension Scheme (EPS), 1995 vide Notification No. G.S.R. 593 (E), dated 19th August, 2014 effective from 01.09.2014.

(c) to (e): Yes, Madam. Minimum wages fixed in unorganised sector under the Minimum Wages Act, 1948 vary amongst States including Madhya Pradesh.

Under the provisions of the Minimum Wages Act, 1948, both Central and State Governments are appropriate Governments to fix, review and revise the minimum wages for various categories of workers employed in the scheduled employments under their respective jurisdictions.

A statement showing range of rates of minimum wages compiled on the basis of information as and when received from the State Governments is at Annex.

Presently, “Code on Wages Bill, 2017” introduced in Lok Sabha on 10.08.2017 has a provision for fixing “National Minimum Wage/Wages” by notification, which may be different for different States or geographical areas. The minimum rates of wages fixed by the appropriate Government shall not be less than the ‘National Minimum Wage’.

At the same time, Department of Expenditure has also decided that now vacant posts would fall under deemed abolished category after a period of two/three years against earlier norm of one year subject to laid down conditions. Deemed abolished posts can be got revived from Department of Expenditure subject to fulfilling of stipulated conditions

On 08.03.2018 The Secretary General, FNPO along with Sri T.N Rahate, Sri N.K Tygai, Sri P.U.Muralidharan, Sri B.Shivakumar, Sri Sivaji Vasireddy, Sri R H Guptha and  Sri Santosh Kadam met Secretary, Department of Posts. The official side was represented by Sri Saleem Haq, Member Tech, Deputy Director Tech and Director Tech. 

The outcome of the meeting.

1.       Secretary agreed to take up the matter with Cabinet Secretary for early implementation of Sri Kamalesh Chandra Committee Report. (our Federation is expecting the committee report will be implemented by the end of this month)

2.       Member Tech. agreed to settle all the CSI roll out related problems like Bandwidth, NTF locations and non-supply of RICT devices before 31.3.2018. Regarding RICT devices to BO’s the Department is going to complete the supply process by the end of June 2018.

3.       Secretary is agreed to issue for providing an opportunity for submitting the representation to the staff who have been awarded below “Very Good” benchmark in the last three years for the purpose of MACP.

4.  Implementation of cadre restructuring for the left out categories like RMS, MMS, CO and SBCO. Directorate called information from the Circles to clarify the quarries raised by the MOF.

5.  Department agreed to hold the meeting with the staff side before implementation of PNOP.

The Pension Fund Regulatory Development Authority (PFRDA) has relaxed the norms for partial withdrawal under the National Pension Scheme (NPS). In accordance with the PFRDA (Exits and Withdrawals under the National Pension System) (First Amendment) Regulations 2017, the subscriber ought to be subscribed to the National Pension System, at least for a period of three years from the date of his or her joining to such system, to be eligible to make partial withdrawals, under specific circumstances as specified in such regulations.

The NPS subscribers can withdraw after three years from the date of joining the system and a maximum of three times during the entire tenure of subscription under NPS, but the partial withdrawal is linked with contributions made by the subscriber. The subscriber shall be permitted to withdraw accumulations not exceeding twenty-five per cent of the contributions made by him or her and standing to his or her credit in his or her individual pension account, as on the date of application for withdrawal.

Earlier the subscriber under NPS was permitted to withdraw accumulations not exceeding twenty-five per cent of the contributions made by him or her after 10 years from the date of his or her joining the system, and a maximum of three times during the entire tenure of subscription under NPS.

This was stated by Shri Shiv Pratap Shukla, Minister of State for Finance in written reply to a question in Rajya Sabha today.

Cabinet approves two percent Dearness Allowance to Central Government employees 

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has given its approval to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensionersw.e.f. 01.01.2018 representing an increase of 2% over the existing rate of 5% of the Basic Pay/Pension, to compensate for price rise.This will benefit about 48.41 lakh Central Government employees and 61.17 lakh pensioners.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.6077.72 crore per annum and Rs.7090.68 crore in the financial year 2018-19 (for a period of 14 months from January, 2018 to February, 2019).

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.
